The District Burgenlandkreis in Saxony- Anhalt held local stakeholders’ consultations at the University of Applied Sciences Merseburg for the design of concerted action plans identifying and engaging energy management in the Public Sector in a more environmental-friendly direction. The Local Action Plan should be discussed in the  upcoming months, along the 2nd Energy Days organised in the District.

03 July, 2012, Merseburg – Devising and implementing sustainable energy policy is a challenging and time-demanding process which has to be systematically planned and continuously managed and requires collaboration and coordination among various departments in the local administration. A main challenge for a successful Local Action Plan (LAP) relies on the well concerted involvement of the different departments in the planning process. Since the AP has to be integrated in their everyday life i.e.: management of the local authority’s assets, internal and external communication, public procurements, etc. local administration is the Alpha & the Omega of the making of LAPs.  GovernEE partners organises regular stakeholder consultations in Local Focus Group (LFG) meetings.

EE & RES Action Plan identifies and assesses the local situation of energy and greenhouse gas emissions, together with the applicable national and furthermost local regulation framework and policies on EE and RES from both quantitative (number and volumes of buildings, evolution of their energy consumption…) and qualitative (regulation framework and policies, energy management policy, status of implementation of measures, awareness level…) aspects.

Focusing on the public building stock, the analysis of the regulation framework and policies will help to identify weaknesses, conflicts, as well as opportunities within rules and plans in order to reach the goals of increasing EE & RES (Baseline Review). Identifying the way the management and the energy management of buildings is performed and the level of awareness of the municipal departments towards EE & RES is another step in understanding how to develop a proper Local Action Plan to be implemented both at political and technical level.

A complete CO2 emission inventory of public buildings, based on actual energy consumption data, is a fundamental part of the review. A collection of a yearly time series energy consumption data together with an analysis of the investments and measures performed on the buildings contribute to build up the action plan in terms of quantitative information.

At the meeting, stakeholders from the District Burgenlandkreis presented a report on the progress and the mid-term evaluation of the project. Discussion ensued about the thematic approach that should be adopted for the preparation of the local action plan, related to Energy Efficiency & RES in Burgenlandkreis. Local dissemination is supported by a thorough media campaign; it’s concepts are closely debated with local stakeholders at the LFG meeting.
